Carnarvon Improving Flood Preparedness - September 2024 Works Notice

The Carnarvon Local Government Area in Western Australia is a high-risk location for tropical cyclones and associated flooding.
 
The Shire of Carnarvon’s Flood Preparedness project aims to increase the community’s ability to withstand and lessen the effects of flooding and tropical cyclones.
 
Project activities will include a combination of infrastructure works on the Carnarvon flood levee system and related planning activities to the riverbank and floodways to reduce potential flood damages and technical investigations to better understand flood risks and support effective preparation for flood events.
Project Benefits 
- Improved flood protection created from upgrades to flood infrastructure.
- Improved understanding of flood behaviour and risk to recognise the impacts of floods on the community and enable effective decisions to be made on flood management.
- Readily available information on flood risk so that government, risk managers and community can make informed risk management and investment decisions.
- Improved understanding of how to maintain the natural flood functions within the floodplain to enable effective flood risk management and mitigate environmental impacts.
- Improved survey data and updated flood modelling to using latest climate change projections support local emergency managers and community to better plan and respond to future flood events.
- Improve community resilience to flooding through the appropriate consideration of flood risk to new development and redevelopment.
- Assessment of potential additional structural mitigation options to further reduce flood risk.
Community Feedback
Throughout the project, activities to reduce flooding will be identified on private and public land. Study outcomes, and medium and long-term remediation and flood mitigation activities will be identified in a River Care and Floodway Management Plan. The community will be asked to provide feedback on the proposed activities in the River Care and Floodway Management Plan in late 2024.
Works we will be completing from September - December 2024
Throughout the next few months, we will start investigative works to inform what’s needed. Some construction works on levees will also begin. All works will be on public land in and around Carnarvon.
During this time, we'll carry out
- Construction works to repair the East Carnarvon Levee, Morgan Town Levee, Carnarvon Airport Levee and Robinson Street Levee
- Replacement of damaged flood gates at the Carnarvon Airport levee
- Geotechnical investigations at the East Carnarvon and Morgan Town levees
- Stability investigations on all the Town levees
In the Carnarvon Horticultural District, the following works are planned for late 2024/early 2025
- Riverbank erosion repair
- Sheridan’s Gully levee repair
- Removing vegetation causing obstruction in Lyall’s Gully, Fahl’s Gully and Lewers Creek.

The works will be on public property only.

- Access to properties will be maintained at all times.
