The Shire of Carnarvon through community consultation developed a business case which formed part of a funding application to Lotterywest for a Pump Track on Hutchinson Park, which is part of the proposal to recognise the Aquatic Centre, Skate Park and proposed Pump Track on Hutchinson Park as a Youth Precinct.
The WA Government, through Lotterywest, supported the Carnarvon community through funding for the development of a Pump Track.
What is a pump track?
A pump track is a specially designed cycling facility that consists of a series of small hills, bumps, and berms. It is built to allow riders to generate momentum and maintain speed using their body movements, known as "pumping," rather than pedalling.
Why is Carnarvon developing a Pump Track?
Carnarvon is developing a Pump Track due to their increasing popularity with youth. A pump track is a great recreational asset designed for various wheeled sports, such as biking, skateboarding, and rollerblading. It offers a safe and controlled environment for youth and community members to engage in physical activities, improve their skills, and have fun. The development of a pump track in Carnarvon aims to provide a dedicated space for young people to participate in healthy outdoor activities, promote fitness and active lifestyles, and foster community engagement.
Several Local Governments in Western Australia that have successfully developed spaces like the proposed Carnarvon Youth Precinct to engage with Youth. Two good examples are:
- City of Cockburn: The City of Cockburn has implemented several initiatives to provide spaces for youth and address social issues. They have developed skate parks, BMX tracks, and outdoor recreational facilities that cater to young people's interests. These spaces not only offer opportunities for physical activity and skill development but also act as a gathering place for youth to socialise and connect with peers, reducing the risk of isolation and fostering a sense of belonging within the community.
- Shire of Exmouth: The Shire of Exmouth, situated north of Carnarvon, has focused on creating youth-friendly spaces and addressing social isolation affecting young people. They have established a Youth Plaza in Exmouth, which features a skate park, BMX track, and other recreational facilities. This space allows young people to engage in positive activities, promoting physical fitness and social interaction.
Why Hutchinson Park for the Pump Track?
Hutchinson Park in Carnarvon was chosen as the location to develop the Pump Track as part of the Youth Precinct for several key reasons. First and foremost, it is conveniently adjacent to both the Skate Park and the Pool, creating a cohesive recreational area for young people. By situating the Pump Track near these existing facilities, it allows for easy accessibility and encourages a sense of community among the youth.
Furthermore, the decision to establish the Youth Precinct at Hutchinson Park aligns with a common trend seen in other Local Governments. Many have successfully developed their youth precincts near skate parks, recognising the popularity and demand for these types of recreational activities among young people. By following this established model, Carnarvon can tap into the proven benefits and experiences of other communities, fostering an engaging environment for its youth.
The selection of Hutchinson Park also considered the site's unique characteristics. Being a swell drain area, it presented a prime opportunity to repurpose the space into a dynamic Pump Track.
Finally, the central location of Hutchinson Park in Carnarvon, situated between South Carnarvon and East Carnarvon, played a significant role in its selection. This central positioning makes the Youth Precinct easily accessible to a larger portion of the local youth population. It ensures that young people from various neighbourhoods can conveniently access the facilities, promoting inclusivity and equal opportunities for recreation.
Who can engage with the Pump Track?
Pump tracks are designed to be accessible to a wide range of users, including cyclists, skateboarders, scooter riders, and even beginners. People of all ages and skill levels can enjoy a pump track, making it a versatile facility for the entire community.
How can community members get involved in the pump track development process?
Community involvement is crucial for the success of the Pump Track project. Interested individuals can participate by attending public meetings, sharing their input and ideas and volunteering to support the activation of the space.
Community Information Session
The Shire of Carnarvon is calling all skaters, scooters, bike riders, local residents and community members interested in finding out more about Stage 1 of the Pump Track as part of the Youth Precinct Revitalisation project to a community information session and BBQ.
This is a great opportunity to ask questions, talk to the designers and find out more information about the draft pump track design and next stages of this project!

What’s included in Stage 1 of the Pump Track development?
Stage 1 of the Pump Track will include an Intermediate and Advanced track, a Junior Track to the side, including instalment of shelters, picnic tables, seating, bins, and water fountain. It will also include refurbishment of the half Basketball court.

Pump Track Construction and Design Enhancement
The Shire of Carnarvon is delighted to announce that Landscape Australia, the tenderers awarded the Youth Precinct's Pump Track project, will commence mobilisation to Carnarvon on Monday, 4 September to commence construction at Hutchison Park. We anticipate the project will be completed by mid-November.
To ensure the safety and functionality of our community assets, there have been some minor adjustments to the initial design. We are pleased to inform you that the two tracks have been thoughtfully integrated, promising enhanced ride diversity and the opportunity for riders to seamlessly switch between tracks on quieter days. This alteration not only safeguards nearby service assets but also contributes to the riding experience for all.
As we eagerly anticipate this transformative addition to the Carnarvon Youth Precinct, which is proudly funded by Lotterywest. Stay tuned for further updates as we progress towards an exciting new chapter of the Youth Precinct via the Shire’s Facebook page.
