Price Preference Policy
Price Preference for Local Suppliers - Policy F026Council will offer a price preference for local suppliers as follows:
- Up to 10% of the net price when the contract is for goods and services, up to a maximum price reduction of $50,000.
- Up to 5% when the contract is for construction(building)services, up to a maximum price reduction of $50,000.
- Up to 10% when the contract is for goods and services, including construction (building) services, up to a maximum price reduction of $500,000 if the local government is seeking tenders for the first time. That is, when a function is being out-sourced by the local government.
The region for the price preference is to be the Shire of Carnarvon.
- The supplier has operated a business continuously from premises in the Shire of Carnarvon for at least 6 months prior to the date for submission of tenders.
- Where a business is located outside the Shire of Carnarvon, but identifies in its tender in a manner acceptable to the Shire that it intends to utilise goods or services to a stated value which are to be sourced from existing businesses that are located within the Shire, then the value of those goods or services will be eligible for the 10% regional price preference. In such case, the Tenderer shall detail on an attachment to be assessed when the local business, the nature of the goods or services to be supplied by each, and the actual value of those goods or services supplied from each supplier.
Despite the above, price is only one of the factors to be assessed when the local government is to decide which of the tenders it thinks would be most advantageous to this local government to accept under Regulation 18(4).
This policy applies to all tenders unless the local government decides otherwise.
