Litter Control
The Litter Act is strictly enforced and offenders are prosecuted. Litter bins have been provided in streets and parks for depositing litter. Penalties under the Act are to a maximum of $400.00 where a person deposits litter upon any street or public place.
Burning of Rubbish
A permit is required to burn from 1st November to 31st April. Rubbish may only be burned in an approved incinerator and shall be of a non offensive nature. Fire rules must be observed and details are available from Council's Ranger Services on 9941 6303 . Permits can be obtained from the Shire Offices, Shire Rangers.
Between 1st November and 30th April, small amounts (up to 1 cubic metre) of garden refuse or rubbish may be burnt on the ground between 6.00pm and 11.00pm BUT ONLY AFTER A 5M WIDE FIRE BREAK has been cleared around the fire and at least one able bodied person is in attendance at all times. Burning is prohibited over very high or extreme fire danger days.
Fire Breaks
All fire breaks must be installed before 1st November and maintain clear of inflammable material up to and including 30th April of each year. The following are some contractors who for a fee, may install fire breaks - Shire of Carnarvon (08) 9941 0024; CDEP (08) 9941 3778;
Penalties
- Failure to maintain fire break as per fire break order - $250
- Burning rubbish without a permit - $100
- Refusal to state name and abode or stating false name and abode - $100
- Failure of occupier of land to extinguish a bush fire on the land - $250
- Major offences may result in court action with fines ranging from $500-$1000

Dog Control
If you own a dog you have a legal responsibility to keep it under control either with a fenced area on your property or on a leash when in public. All dogs are to be registered if more than 3 months old. Registration period is from 1st November to 31st October. It is an offence not to register your dog and you can be given a $100 on the spot fine.
Registration fees are:
- Sterilised Dog: $10
- Unsterilised Dog: $30
You are also responsible for ensuring that your dog is not a public nuisance by excessive barking. On the spot fine for allowing your dog to bark persistently is $100.
Should your dog attack a person or another animal without provocation you will be held responsible even if you are not there at the time. Penalties range from $10,000 for a dog attack and $10,000 or 12 months jail (or both) for inciting a dog attack.
If your dog is found roaming it will be impounded at the Council Pound. Fees to release your dog are $60 poundage + other costs and fines associated with impoundment.
Dog Exercise Areas
Dog exercise areas are the Small Boat Harbour, Wise Park located in Shallcross Street (excluding playground), levee banks and beach area starting approximately 1km from toilets at Pelican Point then northwards along beach to One Mile Jetty.
The Town Beach on Olivia Terrace is prohibited to dogs.
Off Road Vehicles
The Shire has designated areas for use by Off Road Vehicles. These are Gascoyne River basin, South Common (Carnarvon Road and Cornish Street - near airport), north of Miaboolya Beach. Use of vehicles such as trail bikes,motor cars, four wheel drives and other vehicles which are registered as off road vehicles in other than the above areas is an offence and a cause of concern due to environmental damage they cause.
Parking
The Rangers enforce local parking laws and drivers are advised to take notice of limitations in regard to times and areas paying particular attention to disabled parking bays in the CBD. Disabled Bays are designed and position for disabled people only and anyone wishing to park in these bays will need to display the ACROD permit in their vehicle.
