All building development within the Shire of Carnarvon is under the control of the Principal Building Surveyor. Buildings General
The Shire of Carnarvon is located in an area deemed to be subject to the threat and influences of highest cyclonic risk and stringent building and construction requirements apply to all buildings and/or structures. Carnarvon townsite and environs straddles the lower reaches of the Gascoyne River delta and consideration is given to the protection and construction of buildings in areas deemed to be subject to:
- Overland river flooding to unprotected and semi protected areas;
- Cyclonic storm surge in some areas within the townsite and Shire.
Building Legislation
Building development is controlled and approved under the Local Government (Miscellaneous Provisions)Act 1960. This Act enables the Building Regulations 1989 (as amended) to exist. The Regulations require building construction to be carried out in accordance with the Building Code of Australia (BCA).
Application Fees
Applicable fees are detailed in the Building Regulations and are required to be paid at the time of lodging a building application.

Wind Forces (Cyclonic Storms) Design Criteria
The Shire is located within a cyclone prone area and specific attention is required to be given to structural details of all buildings. All structures must be designed and built to comply with the current version of Australian Standard AS1170. In particular, AS1170.2 refers to wind forces and the design of a building is required to be certified by a practising structural engineer. Under the Wind Forces Codes (AS1170.2) areas of the Shire are located within Regions A,B,C,D with D the most stringent and severe criteria located within 50kms of the coastline. Individual Terrain Categories 1,2,3 are then to be determined for a particular building site.
It is essential applicants liaise with the Building Surveyor (08) 9941 0043 to ascertain the specific site criteria to enable property design and construction to occur.
Cyclonic Storm Surge Affected Areas
Areas subject to the potential threat of inundation by cyclonic storm surge are given consideration in respect to floor heights and structural adequacy.
Flood Prone Areas
Where any development is proposed which is in area or location subject to the influence of - flooding (river overflow); flood (localised drainage problems); or storm surge, it is to be assessed for construction systems and floor heights to enable the development to be adequately above the estimated flood level for that location.
Private Swimming Pools
The installation of a swimming pool on property which is not intended for public use is a private swimming pool and a building license and specific requirements in respect to fencing and gates need to be complied with. The owner or occupier of premises on which there is a swimming pool shall install or provide around the pool an enclosure suitable to restrict access by young children to the pool.
Demolition Licences
A demolition application and license issue is required for the demolition of all structures.
Advertising Devices (Signs)
Any proposed advertising device or signage requires application and issue of approval prior to the installation or erection of a sign. All signs are subject to annual licence renewal and respective fees as applicable.
Fences
Any proposed fence system is subject to application and approval prior to construction. Cyclonic standards in respect to structural adequacy are a major consideration. Where fences affect adjoining properties, the Dividing Fences Act applies. Pamphlets are available detailing requirements and procedures to be followed to ensure disputes between neighbours do not occur.
